Major Victory was the leader of the Force of July.
Blackmailed into working for the Penguin[1], he and the other members of Force of July were all killed.[2]

- Major Victory was created by Mike W. Barr and Jim Aparo, first appearing in Batman and the Outsiders Annual #1. However, in the Prime Earth continuity, Major Victory first appeared as part of the New 52 DC Universe in The Penguin #3 by Tom King and Rafael De Latorre.
