If you are the copyright holder for this media entirely yourself but have previously published it elsewhere (especially online), please either

make a note permitting reuse under the CC BY-SA or another acceptable free license (see this list) at the site of the original publication; or
Send an email from an address associated with the original publication to permissions-en@wikimedia.org, stating your ownership of the material and your intention to publish it under a free license. I had published this image under fair use and non-free when initially uploaded, see here: https://en.wikipedia.org/w/index.php?title=File:Flag_of_Ashburnham,_Massachusetts.png&oldid=1219339638. However it appears that another user: Wiiformii, had edited the description to remove the fair use elements and changed the licencing of the image to free by claiming it's under "This file is in the public domain, because Massachusetts government works are public domain," which by the way does NOT include municipalities. as well as "This image shows a flag, a coat of arms, a seal or some other official insignia. The use of such symbols is restricted in many countries," which does not apply here with municipalities in the United States unless determined by state law, which Massachusetts is not one of them.
