無國界記者的創辦人暨是羅伯・梅納（Robert Ménard），自創辦到2008年之前，他是一直主掌這個組織的靈魂人物，形式上看來這是終身任務，非他莫屬。直到他後來被揭露與專制的卡達王國簽下巨額合約，同時又被迫承認透過「自由古巴中心」（Center for a Free Cuba），長期領取美國國際發展局（USAAID） 的捐助，「自由古巴中心」的頭人就是弗蘭克・卡爾詹（Frank Calzon），掛牌的CIA幹員。美國女記者巴拉赫娜（Diana Barahona）經過長期的調查，指出無國界記者不僅長期接受美國國家民主基金會（National Endowment for Democracy, 簡稱NED）和中央情報局（CIA）的供養，無國界記者所做的人權報告也要經過美國政府的指引和審核。「誰付錢，誰決定」，這是國際NGO的潛規則，無國界記者遵守無誤。
