Prowl is a member of the Intelligence Directorate. After an amazingly spotless career as a lowly Intelligence Director, Optimus Prime gave him a position with Starscream in order to keep the opportunistic bureaucrat in check. Prowl thinks that's rotten thanks for supporting Optimus for so long.
Since Prowl believes in thought over violence, his body doesn't contain much weaponry. Though he does have a few weak laser guns built into his frame, the vast majority of his systems are devoted to computing power. Because of this, Optimus Prime often relies on him for guidance and advice.[1]

When the "lowtechs" Path Finder and Bug Bite were called by Optimus Prime into the TransTech Senate to hear their pleas, Prowl, a "white and black unit by Optimus' side", called the session to order. Withered Hope
After Shockwave and Megatron proposed to Ratbat that lethal experimentation be performed on a potential source of secrets and power, Ratbat referred to Prowl, Optimus Prime, Starscream, and Cheetor. Some time later, Prowl and Megatron were in the control room of Axiom Nexus when Rhinox detected "multiple phenomena across corresponding clusters," even in universal streams long thought destroyed. Prowl later attended a meeting of the Convoy held by Starscream. There, General Optimus Prime explained that he had let the criminal C-81 escape, and that he was mistaken in believing that C-81 was a "Megatron."
