Charles Walter Hamilton Cochrane was born on 3 August 1876.¹ He was the son of Reverend David Crawford Cochrane and Jane Elizabeth Tomlinson.² He married Cecile Vetter, daughter of Carlos Vetter, on 26 July 1910.¹ He died on 26 October 1932 at age 56.¹
     He was educated at Repton School, Repton, Derbyshire, England^G.¹ He graduated from Merton College, Oxford University, Oxford, Oxfordshire, England^G, with a Bachelor of Arts (B.A.)¹ He was joined the Federated Malay States Civil Service in 1899.¹ He was Under-Secretary to the Government between 1921 and 1925.¹ He was General Advisor to Johore between 1925 and 1929.¹ He was British Resident for Pahang in 1929.¹ He was British Resident for Perak between 1929 and 1930.¹ He was appointed Companion, Order of St. Michael and St. George (C.M.G.) in 1930.¹ He was Chief Secretary to the Government between 1930 and 1932.¹ He lived at Cheyne Court, London, England^G.¹ He was Agent for the Malayan Info Agency.¹
