Overview

According to <romulogallegos-apure.gob.ve>, Rómulo Gallegos municipality (capital: Elorza), use the same flag as Apure State. The image show the state's Coat of Arms on the flag even thou Rómulo Gallegos got its own coat of arms/logo.

It’s very possible that Rómulo Gallego doesn’t have own Flag and the Website decided to include the Flag of Apure State to fill the space.
