BRAZIL: Emendas saga close to resolution
In the early hours of 28 February, supreme court (STF) justice Flávio Dino voted to uphold a decision he had issued two days earlier, accepting a plan presented by Brazil’s congress which would lead to the unblocking of payment of budgetary grants known as ‘emendas parlamentares’.
