Greg Roberts has recovered OTV 2-1 in difficult observing conditions, four days after he discovered it, not far off my
70411 element set.
I offer the following orbit solution.

I tried forcing inclination to 43.0 deg, but that increased the eccentricity to about 0.0033; that could be correct, but
let's see what further observations reveal.
