The Transmuter (トランスミューター Toransumyūtā) was a device created by Earth science, capable of transforming matter at the basic molecular level by manipulating and altering the quantum information within its particles.

Story of Binaltech

As the result of some past misadventure, the original Transmuter was destroyed, but the Autobots were intrigued by the potential of the device to broaden the horizons of Cybertronic transformation technology. Recreating the technology with the help of Earth scientists, the Autobots tried incorporating the design of the device into their Binaltech Project. Rather than build a new transforming body as they had previously done, the Binaltech Project engineers simply installed the Transmuter into an ordinary, commercially-available Mazda RX sports car, with the intention of then transferring scanned data from Jazz (who had recently taken on a new Mazda body) and seeing if the car would molecularly reconfigure itself into a duplicate of the Autobot's robot form. The sheer amount of energy and engineering required for the process meant it was deemed non-viable, however, and the test was shelved.

Some time later, the time-tossed Decepticon Ravage secretly infiltrated the Binaltech Project, and was able to improve on the Transmuter research, making it functionally viable. Ravage modified the data to be programmed into the Mazda, and then installed the personality component of Shockwave into the car, reviving the Decepticon in a powerful new Binaltech body.
