The Council of Economic Advisers (CEA) is an agency focused on economic policy within the Executive Office of the President. Established in 1946 by Congress, the CEA provides the president with economic advice on domestic and international economic policy using research and empirical evidence.[2]
She was previously the dean of the Princeton School of Public and International Affairs and a labor economist.[3]
Biography
Rouse graduated from Harvard University with a bachelor's degree and Ph.D. in economics. She joined the faculty at Princeton University in 1992, where she eventually became the dean of the Princeton School of Public and International Affairs. Her academic specialty is education and labor economics.[3]
Rouse also served in the Clinton administration on the National Economic Council and in the Obama administration as a member of the Council of Economic Advisers.[3]

The Biden Transition announced on November 30, 2020, that Rouse would be nominated for chairwoman of the Council of Economic Advisers.[3]
The Hill reported, "Rouse’s focus on the economics of education comes amid deepening concern about the impact of school closures and telelearning on low-income students."[4]
Rouse said during her confirmation hearing, "As important as it is for the CEA to interpret and translate data and academic research, it is also vital that we utilize the right data. Too often economists focus on average outcomes, instead of examining a range of outcomes. As a result, our analyses tell us about average economic growth and the middle of the distribution—but as our economy grows more and more unequal, that analysis fails to capture the experience of the many people who are left behind, particularly people of color. Therefore, one of my priorities as Chair will be to try to understand how policies will impact all those in our country as we strive to ensure the economy works for everyone."[5]
The Senate Banking, Housing, and Urban Affairs Committee held Rouse's confirmation hearing on January 28, 2021. The Senate confirmed Rouse on March 2, 2021, by a vote of 95-4.

Resignation as Chairwoman of the White House Council of Economic Advisers
On March 31, 2023, Rouse resigned from her position as chairwoman of the White House Council of Economic Advisers. Rouse resumed teaching economics at Princeton University following her resignation.[6] Rouse announced her resignation in November 2022.[7]
In a statement, President Joe Biden (D) said, "The U.S. economy has been tested in the past 2 years, creating challenges unlike any since the Great Depression. As Chair of the Council of Economic Advisers, Cecilia Rouse has been at the forefront navigating this unprecedented economic moment. No matter the challenge, Cecilia provided insightful analysis, assessed problems in a new way, and insisted that we examine the accumulation of evidence in drawing conclusions. And she's maintained steadfast calmness through it all."[8]
Jared Bernstein was nominated as her successor in February 2023.[9]
