City government

The city of Cheyenne utilizes a strong mayor and city council system. In this form of municipal government, the city council serves as the city's primary legislative body and the mayor serves as the city's chief executive.[1]

Mayor

The mayor is the city's chief executive. The responsibilities of the mayor include signing legislation into law, appointing departmental directors, and overseeing the city's day-to-day operations. The mayor also possesses veto powers and represents the city on the state, national, and international levels.[1][2]

The current Mayor of Cheyenne is Patrick Collins (nonpartisan). Collins assumed office in 2021.

City council

The Cheyenne City Council is the city's primary legislative body. It is responsible for adopting the city budget, approving mayoral appointees, levying taxes, and making or amending city laws, policies, and ordinances.[1][3]

The city council is made up of nine members. Three city council members are elected from each of the city's three wards. The members serve staggered four-year terms.[3]

Budget

The city's budget process operates by fiscal years running from July 1 to June 30 of the next year. The city's departments will submit budget requests by March 15 of each year to the city treasurer. The city treasurer will compile the requests and meet with the mayor to review the first draft of the budget. Prior to May 15 of each year, a proposed budget will be presented to the city council. The city council will hold a public hearing in June to allow for public input in the budget process. The city council must adopt the budget no later than 24 hours after the public hearing.[4]
