The Duval County Public Schools school board maintains the following policy on public testimony during board meetings:[4]

Public Comment – A portion of each board meeting (including Regular Board Meetings, Special Board Meetings, Emergency Board Meetings, and the Annual Organizational Meeting) and a portion of the Board’s Agenda Committee Meeting, will be designated to allow time for the public to speak to the School Board, unless the provisions of section 286.0114, Florida Statutes, exempts such meeting from the requirements of public comment as follows: (1) An official act that must be taken to deal with an emergency situation affecting the public health, welfare, or safety, if compliance with the requirements would cause an unreasonable delay in the ability of the Board to act; (2) an official act involving no more than a ministerial act, including, but not limited to, approval of minutes and ceremonial proclamations; (3) any meeting that is exempt from section 286.011, Florida Statutes; or (4) any meeting during which the board is acting in a quasi- judicial capacity (however, this subsection does not affect the right of a person to be heard as otherwise provided by law).[6]
