Gloria M. Navarro is a judge on the United States District Court for the District of Nevada. She was nominated to the court by Barack Obama in 2009 and was confirmed on May 5, 2010. Navarro served as chief judge of the court from 2014 to 2019. She was the first Hispanic woman to serve the District of Nevada.[1]
Early life and education
Navarro received her B.A. in 1989 from the University of Nevada, Las Vegas and her J.D. from Arizona State University in 1992.[2]
Professional career
Navarro was a federal Deputy Special Public Defender from 2001 to 2004, and was in private practice in Las Vegas from 1996-2001.[3] She was an associate with the firm Kelly & Sullivan, Ltd.[4] From 2005 until her appointment to the federal bench in 2010 Navarro represented Clark County, NV as Chief Deputy District Attorney.[5]

District of Nevada
Navarro was nominated by President Obama for a seat on the United States District Court for the District of Nevada vacated by Brian Sandoval.[6][7][8]
The American Bar Association gave her the ratings "Substantial Majority Qualified" and "Minority Not Qualified". Senator Harry Reid, who recommended her to Obama for nomination, said the ABA should "get a new life" in it's ratings. He claimed that the association's system places too much emphasis on judicial experience and not enough on "real world" experience.[9]
Senate Judiciary Committee hearing
Navarro was scheduled to a hearing before the Senate Judiciary Committee on February 11, 2010. When questioned about her lack of prior judicial experience, Navarro replied that her practice as a litigator in state and federal courts has prepared her:
“ | The experiences have given me the opportunity to appear before many different judges with many different styles. I have also had the opportunity to become familiar with many different rules and procedures in different courts. Having that broad range of experience definitely will build a solid foundation for a successful judicial career.[9][10] | ” |
The Committee voted to forward her nomination to the full Senate on March 4, 2010.[11] The Senate confirmed her 98 - 0 to the court on May 5, 2010.[12][13]

Navarro is a first generation American. Her parents immigrated to the United States from Cuba.[2]
Noteworthy cases
Federal judge declares mistrial in Cliven Bundy case, citing prosecutors' withholding of "potentially exculpatory" evidence; case dismissed with prejudice, precluding a retrial (2017-18)
On December 20, 2017, Judge Navarro declared a mistrial in a criminal case against Nevada rancher Cliven Bundy and three other men accused of leading an armed standoff with federal agents that took place in April 2014. According to Arizona news website AZCentral, Navarro declared a mistrial because "U.S. prosecutors willfully withheld critical and 'potentially exculpatory' evidence from the defense."[15]
On January 8, 2018, Judge Navarro dismissed the case with prejudice, meaning that the government cannot pursue a new trial on the same charges. In her ruling, Navarro wrote: "The government's conduct in this case was indeed outrageous. There has been flagrant misconduct, substantial prejudice and no lesser remedy is sufficient."[16] According to an article published by National Public Radio at the time the decision was issued, "Navarro explained that federal prosecutors had failed to disclose information from cameras recording video from the standoff and the presence of federal snipers around the Bundy Ranch."[17]
The case began in February 2016, when FBI agents arrested Cliven Bundy in Oregon for his participation in a 2014 armed standoff with federal agents. Bundy's sons Ammon and Ryan, as well as militia member Ryan Payne, were also arrested and charged for their participation in the standoff.[15] At the time, the U.S. Bureau of Land Management (BLM) said that Bundy owed the federal government over $1 million in penalties and fees for grazing his cattle on federal land for more than 20 years without a permit. [18]
