An effort in Edinburg, Texas, to recall Mayor Richard Molina, Mayor Pro-Tem David Torres, Councilman Jorge Salinas, and Councilman Gilbert Enriquez was initiated in May 2019. Petitioners failed to submit enough signatures to put the recall on the ballot.[1]
Recall supporters
The recall effort was organized in response to Molina's April 2019 arrest on charges of election fraud. Molina and his wife, Dalia, were accused of asking voters who did not reside in Edinburg of changing their address in order to vote for him. Petitions against members of the city council were taken out in response to the council's role in dealing with the petitions against Molina. City officials weren't prepared with the appropriate documents in the event of a recall attempt, and the city council failed to have a quorum in order to discuss petitions against Molina.[2]
Recall opponents
Molina responded to the recall effort. He said, "This is a complete waste of time and I wish that the people that put the efforts into chasing people down, give us that volunteer time here with the city because we need people at our boys and girls club and other places"[2]

Recall organizers were required to submit signatures for each official equal to 25% of the number of votes cast in the most recent regularly-scheduled municipal election. About 2,000 signatures were needed. There were no signatures handed in to the office of the city secretary.[1]
