Murphy was nominated by President Bill Clinton on July 25, 1995, to a seat vacated by Judge Monroe McKay as McKay assumed senior status. The American Bar Association rated Murphy Unanimously Well Qualified for the nomination.[2] Hearings on Murphy's nomination were held on August 3, 1995, and his nomination was reported by U.S. Sen. Orrin Hatch (R-Utah) the next day. Murphy was confirmed on a voice vote of the U.S. Senate on August 11, 1995, and he received his commission on August 14, 1995. Murphy assumed senior status on the court on December 31, 2012.[1][3] He was succeeded on the court by Judge Carolyn McHugh.
