Three of the nine seats on the Mukwonago School District school board were up for general election on April 5, 2016. Incumbents Todd Clemens and Mary D'Amour filed for re-election, while Joanne Newberry did not seek another term. Clemens defeated challenger Cathie Treacy Callahan for an at-large seat and D'Amour was unopposed for the Central Region seat. Newcomer Craig Vertz won Newberry's West Region seat without opposition.[1]

Voter and candidate information

The nine-member Mukwonago Area School Board is made up of three members elected at large and six members elected by district. There are two seats each for the district's Central, East and West regions.[2]

To be elected to the board, candidates must reside in the boundaries of the school district for 28 days prior to the filing of a "Declaration of Candidacy" form. Furthermore, at the time of taking office, each candidate must be a resident of the apportioned area he or she is elected to represent.[3] Candidates must also be 18 years old and citizens of the United States. Unless pardoned, those who have been convicted of a felony are not eligible for election to office in Wisconsin.[4]

Candidates had until January 5, 2016, to collect between 100 and 200 signatures for their nomination papers. The signatures had to come from residents of the district where the candidate sought election, but the petition circulators were not required to reside in the district or municipality. Circulators were required to be U.S. citizens and 18 years or older.[5]

The general election for Mukwonago's school board shared the ballot with village and county board races. The April 2016 ballot also included the state's presidential primary, and races for state and county courts.[1][6]

There were two referendum questions on the ballot: a request for $49.5 million for high school improvements and a request for $350,000 per year from 2017 through 2037 to maintain the school. Voters approved both measures. These measures will add $38 and $12, respectively, in property tax per $100,000 of assessed property value.[7][8][9]

Mukwonago School District is located in Waukesha County in southeastern Wisconsin. The county seat is Waukesha. Waukesha County was home to 395,118 residents in 2014, according to the United States Census Bureau.[12] The district was the 35th-largest school district in the state in the 2013–2014 school year and served 4,710 students.[13]

Higher education achievement

Waukesha County outperformed the rest of Wisconsin in terms of higher education achievement in 2013. The United States Census Bureau found that 40.2 percent of Waukesha County residents aged 25 years and older had attained a bachelor's degree, compared to 26.8 percent for the state as a whole.[12]

Median household income

Between 2009 and 2013, the median household income in Waukesha County was $75,850, compared to $52,413 for Wisconsin.[12] During that same time period, the median household income for the entire United States was $53,046.[14]

Poverty rate

The poverty rate in Waukesha County was 5.4 percent from 2009 and 2013. During that same time period, the poverty rate statewide was 13.0 percent, and it was 15.4 percent for the country as a whole.[12][14]
