Biography
Education
Silvain received his B.A. with honors from Mount Saint Mary’s College, attended graduate school in public health at Johns Hopkins University, and received his J.D. from the Washington and Lee University School of Law. [1]
Professional career
Before joining the Southern District of Ohio, Silvain served as a federal administrative law judge for the U.S. Department of Labor’s Office of Administrative Law Judges (2011-2021) and for the Social Security Administration (2009-2011). Before that, Silvain was:
- a law clerk for Judge William Cave, chief judge of the Sixth Circuit of Maryland;
- an interim clerk for Judge John McAuliffe on the Maryland Court of Appeals;
- in private practice as a litigator with Semmes, Bowen & Semmes in Baltimore, Maryland;
- in private practice at Samek, McMillan & Metro in Rockville, Maryland;
- an assistant county attorney for Montgomery County, Maryland;
- in the U.S. Department of Labor’s Office of the Solicitor; and
- an adjunct professor of healthcare law and administration at the Columbia Union College in Maryland.[1]
