Procter Ralph Hug, Jr. was a federal judge with the United States Court of Appeals for the 9th Circuit. He joined the court in 1977 after being nominated by President Jimmy Carter. From 1996 to 2000, Judge Hug served as chief judge for the Ninth Circuit. He assumed senior status on January 1, 2002. He retired on November 30, 2017.[1]

Hug died on October 17, 2019.[1]

Early life and education

Hug was born in Reno, Nevada. He earned a bachelor's degree from the University of Nevada-Reno in 1953. He earned an LL.B. from Stanford Law School in 1958.[1]

Military career

Hug served as a lieutenant in the U.S. Navy from 1954 to 1955. In 1977, he served as a civilian aide to the secretary of the U.S. Army.[1]

Judicial career

Hug was nominated to the United States Court of Appeals for the 9th Circuit by President Jimmy Carter on August 29, 1977, to a seat vacated by Benjamin Cushing Duniway. Hug was confirmed by the United States Senate on September 15, 1977, and he received his commission the same day. Hug served as the chief judge of the Ninth Circuit from 1996 to 2000. He assumed senior status on January 1, 2002.[1] He was succeeded in this position by Judge Jay Bybee.
