Chen Quanguo, the Glossary
Chen Quanguo (born November 1955) is a Chinese retired politician who was the Chinese Communist Party Committee Secretary of Tibet Autonomous Region from 2011 to 2016 and of the Xinjiang Uyghur Autonomous Region from 2016 to 2021, making him the only person to serve as the Party Secretary for both autonomous regions.[1]

Zhi Shuping (born June 1953) is a Chinese politician currently serving as vice chairperson of Proposal Committee of the National Committee of the Chinese people's Political Consultative Conference. Chen Quanguo and Zhi Shuping are Members of the 18th Central Committee of the Chinese Communist Party.

Zhu Hailun
Zhu Hailun (born 1 January 1958) is a retired Chinese politician who was the current vice chairman of the Standing Committee of the People's Congress of Xinjiang Uygur Autonomous Region. Chen Quanguo and Zhu Hailun are Chinese individuals subject to U.S. Department of the Treasury sanctions, people sanctioned under the Magnitsky Act, political office-holders in Xinjiang and Specially Designated Nationals and Blocked Persons List.
