Executive Order 12999 is a United States Presidential Executive Order signed on April 17, 1996, by President Bill Clinton which permits U.S. federal agencies to transfer excess computers and related peripherals to educational and nonprofit 501(c)(3) organizations.[1]

Bayh–Dole Act
The Bayh–Dole Act or Patent and Trademark Law Amendments Act (Pub. L. 96-517, December 12, 1980) is United States legislation permitting ownership by contractors of inventions arising from federal government-funded research. Executive Order 12999 and Bayh–Dole Act are technology transfer.

Federal Technology Transfer Act of 1986
The United States Federal Technology Transfer Act of 1986 (P.L. 99-502) was, after the Stevenson-Wydler Technology Innovation Act of 1980, the second major piece of legislation focused on technology transfer from federal government agencies to the commercial sector.
