Samuels is Richard Vanek's second in command in the ATC Black Ops. He wears no helmet and has a different character model than the other ATC soldiers; looking similar to an ATC Black Ops Elite. He is voiced by Mark Lund.

F.E.A.R. 2: Project Origin[]
Although a minor character, Samuels is notable for his unique character model. He is first seen in the Harbinger Facility on the other side of a Plexiglas window, shooting a staff member and reporting to Colonel Richard Vanek about Michael Becket's presence. Later on, an ATC soldier known only as Tucker falsely reports to Samuels via radio chatter that the ambush against Becket has been successful and the Delta Force officer has been eliminated.
His name is again mentioned during an encounter in the T.A.C. lab; Vanek orders Samuels to come and finish Becket off. Though Becket apparently killed Samuels' men, Samuels is last seen on his way to the Nurse's Office, locking Becket out. Samuels is possibly still alive. His ultimate fate is unknown, however, if he is alive, as Vanek's apparent second-in-command, he is probably in charge of whatever ATC Black Ops forces are still alive. His weapon of choice seems to be the Andra FD-99 Submachine Gun.
Trivia[]
- Although his body was never found to confirm death, it is possible that he could be dead, as he was seen catching up with Richard Vanek just after the ATC Black Ops were massacred by Replicas and Specters.
- Samuels' voice actor is Mark Lund, who also voices the Replicas.
