[Approved] Plasma 6 proposal: remove the "Air" theme that currently lives in Plasma framework

Previously discussed and agreed to at teams/vdg/issues#16 (closed), but I'm moving it here for more visibility, since this is the better place for it.

This theme hasn't gotten maintenance in years, and should live on store.kde.org if we want to preserve it.
