Kaho Nanase is a child who died in the accident during the Sapporo Snow Festival because of a scandal where an ice sculpture collapsed in Odori Park due to a greedy city employee's actions, hiring cheaper construction and cutting corners on costs. This led to Mariko Hyodo, the acting mayor of Sapporo, being discredited from the seat of mayor who pinned the incident on her, leading to her using EMMA to induce herself with a Monarch distortion so she could forcefully brainwash the civil wards responsible into confessing and re-elect herself as the mayor of Sapporo by stealing her citizen's Desires.
The party spots her mother and sister mourning her while giving her flowers as soon as they arrive to Sapporo. After they change Hyodo's heart, return the Desires and lift the distortions there, her mother also encouraged Hyodo to continue running as mayor regardless of her current scandal since her daughter will not come back no matter what.
