Councillor Alekall was a member of the High Council who opposed Cardinal Padrac and was saved from the Sonomancer's purge of his opponents by Volstrom. (AUDIO: Songs of Love)

Unlike Cardinal Ollistra and the Planning Council, Councillor Alekall remained on Gallifrey and led a resistance from a tent. The Eighth Doctor tasked him and Liv Chenka with bombing the transduction barriers before Caleera told Liv to instead destroy the Capitol shields. He piloted the Doctor's TARDIS to save him and Padrac from being sucked into the Time Vortex.

Once Padrac was defeated, Councillor Alekall reformed the High Council. (AUDIO: Stop the Clock)
