Hannah Baxter was a librarian in an alternate Edinburgh in 2003. She was also a Security Service agent.

She helped the Eighth Doctor, using him to help her uncover leaders in the government resistance movement. When she brought Anji and Fitz to the Sabbath of that universe, she was killed by order of the Oracle. (PROSE: The Domino Effect)
