He took office during what seemed to be a time of relative prosperity but, within seven months, a stock market crash sent the USA and the world into a sharp economic downturn.

The Great Depresseion caused mass unemployment and homelessness throughout America's cities. Shanty towns developed in public spaces; these were nicknamed "Hoovervilles", since the President's administration was blamed for non-interventionalist and protectionist economic policies which were only worsening the situation.
