A Judoon captain led a platoon stationed at the unit's employers, the Shadow Proclamation. When the TARDIS landed there in 2009, he and his troops arrested the Tenth Doctor and Donna Noble. The Doctor spoke to him in the Judoon language, and the Judoon captain brought them to the Shadow Architect. The captain later tried to stop the Doctor and Donna when they escaped in the TARDIS, but failed as the two left. (TV: The Stolen Earth)
