On 30 April 2004 the council received a planning application for the development of an additional campus for the University of York. The application concerns the development of land between Heslington village and Grimston Bar Park & Ride.
The proposed development includes a range of academic and research facilities, research and development jobs connected with the University, housing, transport links, and landscaping.
The council's Planning Committee considered this application on 16 March 2005 and it was resolved that they were 'minded to approve it'. However, because the application is a departure from the development plan, the council had to refer the decision to the Secretary of State. The Secretary of State decided to intervene and call a public inquiry. The application will now be determined by the Secretary of State following the inquiry.
Public inquiry
The public inquiry into the development of a university campus on the site of land lying between Field Lane, Low Lane A64 Trunk Road and Hull Road, Grimston, York, began at 10am on Tuesday 25 April 2006 at the Guildhall.
The Inquiry recovened on Tuesday 12 September but was adjourned by the Assistant Inspector, due to the unavailability of the Planning Inspector.
The Inquiry will reconvene at the Guildhall at 10am on the following dates:
- Thursday 19 to Friday 20 October
- Monday 30 to Tuesday 31 October
- Tuesday 28 November to Friday 1 December
- Tuesday 12 to Friday 15 December

Heslington East Community forum
A community forum has been set up that includes representatives from local communities affected by the development, students and the University. The forum will help shape the thinking behind the proposals for the new University campus. If permission is granted the forum will continue to play an influential role.
Residents in the surrounding communities will be kept informed of progress in the Your Ward newsletter and ward meetings. The University must show that the local community has been involved with that planning application and that their views have been taken into account.
