Jefferson Lab: A case study on the founding and evolution of a national laboratory

Jefferson Lab is a U.S. Department of Energy (DOE) national laboratory that was established in 1986 in Newport News, Virginia after a decade-long campaign to establish a new national laboratory for studying nuclear physics with a high-current electron accelerator. The history of the siting and subsequent evolution of Jefferson Lab presents an interesting case study in building sufficient support among a large group of stakeholders to commit the necessary funds ($600M) over a ten year period, to design, build and commission a major new national laboratory in a non-traditional location for such a facility.  The primary stakeholder was the U.S. Department of Energy, representing the interests of the international nuclear physics community. In addition, significant commitments were made by regional stakeholders, including the host city and state, and local universities, which collectively insured the success of the siting and operation of this major research facility.
