World Hazara Council (WHC) Law and Human Rights Committee’s statement on the Afshar Massacre

In an organised attack on February 10, 1993 armed Afghan coalition forces attacked the Afshar region in West Kabul and killed Afghan citizens living in the area, including women and children. This horrific event resulted into a bloody massacre, where hundreds of innocent people were killed and thousands injured. The victims were captured, brutally tortured, and many women and children were raped and subjected to sexual violence. Hundreds of houses were burnt, demolished and people became homeless as a result of this incident.

The Afshar massacre is one of the most horrendous event in the history of Afghanistan. Although most of the victims were Hazaras, other ethnic groups were also killed in the attack. It is important to mention that such war crimes should be acknowledged worldwide and those responsible for such atrocities should be brought to justice and prosecuted.

The Afshar massacre has left an unforgettable scar within the Hazara population and today, more than two decades later, people are still mourning. The families and friends of the victims, and most Afghans are waiting for justice to take place, yet their demands remain unanswered. Surprisingly, the people responsible for the atrocity are currently in high-profile governmental positions.

The World Hazara Council (WHC) expresses its sincere condolences to the families, friends and survivors of the Afshar massacre. In addition, the WHC condemns the horrific event of 1993 and calls for the prosecution of those responsible for war crimes against humanity.

The Law and Human Rights Committee of the World Hazara Council aims to track and scrutinise the crimes that took place in Afshar as well as other human rights violations in Afghanistan through international judiciary networks.
