New 403 Error on Downloadable Product Links

Hello,
I have had the downloadable products working for a while with no issues until last week when I updated WordPress/Woocommerce last week the download links are not working – there is a 403 error.
On order had 2 products – one of them downloaded and the other did not. When I click on the links from the email the sent to me it is the same for me – the one goes to 403. It is also the same using the link inside the order.
On the other order, the link does not work and goes to 403 – when I click on the link of the email they sent to me I also get the 403.
I tried to do the following listed in this support link https://wordpress.org/support/topic/download-links-in-email-not-working/ but I already have it set for this:
Firstly, please ensure that the ‘Downloads Require Login’ option is unchecked under WooCommerce > Settings > Products > Downloadable Products. This ensures that non-registered users can also download the products.
This was always set as follows because we only allow guest checkout
THIS IS NOT SELECTED – Downloads require login. This setting does not apply to guest purchases. Grant access to downloadable products after payment
THIS IS SELECTED – Enable this option to grant access to downloads when orders are “processing”, rather than “completed”.
Also, I temporarily deactivated Wordfence, but that did not change anything.
I read this in the other thread “If you’re comfortable with it, you could also try temporarily disabling the email click tracking feature to see if that resolves the issue.” Can you tell me if this might be part of the issue and where is this done? But since the link in the Woo Dashboard order does the same thing, then it probably isn’t this?
Can someone please help with this?
