Ambassador Gaines is a human from the Northwatch Expeditionary Unit. He knows a little of the orcish tongue.[1] He first found in the Overgrowth in the Southern Barrens where he was being held captive by the quilboar. He had insisted he could negotiate an alliance with the quilboar against the Horde but was captured instead. He also said that he had learned the quilboar tongue. Corporal Teegan sent adventurers to rescue him. After being freed, Gaines passed through Teegan's Expedition and was on his way to Northwatch Hold and a warm bath.[2]
Later, he is seen in Forward Command and requested the adventurer to come see him.[3] He asked them to use a horn that he had stolen from the quilboar and kill Sabersnout.[4] Thinking that General Hawthorne is too preoccupied with less important things like the looters in Taurajo, he asked the adventurer to find Horde missives. From them, he learned that there's a death warrant for General Hawthorne. Rather than alarmed, he simply said the intel was "Very good to know..."[1] Due to Gaines' disagreements with Hawthorne and how the general was surprised by the Horde ambush during 
[10-30] The Butcher of Taurajo, it is likely Gaines intentionally never told Hawthorne about the intel, in order to get him killed.
He survived the fall of Northwatch Hold and Fort Triumph just prior to the destruction of Theramore Isle, and went on to join the 7th Legion in Tiragarde Sound. He was selected as a priority target for Horde agents during their assault on Tiragarde Sound along with his bodyguard Katrianna, both located at Greystone Relief.
