Kabila benefits from a refugee crisis as politicians use militias against each other. But the President could be burned too
This was never a strife-torn region. The Kasaï provinces had long escaped the fate of less fortunate parts of Congo-Kinshasa but in the past year, violence has grown sharply. A large military deployment by the government and an astonishing multiplication of militias have caused untold suffering and threaten famine by September. The flow of predominantly Luba and Lulua refugees into Angola's Lunda Norte Province not only undermines the fragile economy there but also threatens relations between people of Luba and Lunda ethnicity. Angola is unlikely to tolerate this for long and might send in its army.
