Mr Nhleko holds a Diploma in labour law from the Graduate Institute of Management and Technology.

Mr Nhleko's professional career includes serving as the head of the special anti-corruption unit in the Department of Public Service and Administration, and as of deputy municipal manager for uMhlathuze Municipality.
He is the former regional commissioner for the Department of Correctional Services in KwaZulu-Natal, and served as a Member of Parliament (MP) from 1994 to 2005.
As an MP he served in various capacities, including Chairperson of the ad hoc Committee on Funding of Represented Political Parties, Chairperson of the Portfolio Committee on Public Service and Administration, Chairperson of the ANC Caucus, ANC Chief Whip, and as a member of the Judicial Services Commission.
Mr Nhleko was appointed Director-General in the Department of Labour in 2011.
Mr Nhleko served as the Minister of Police of the Republic of South Africa with effect from 26 May 2014 until 30 March 2017.
