‘Structural Reviews’ decide whether a single-tier council should replace a two-tier structure covering the same area. They are rare.
What a structural review does
A structural review decides whether a single-tier council (also known as a unitary authority) should replace a two-tier structure covering the same area.
We have not carried out a structural review since 2009.
How a structural review comes about
Usually following a request from central government.
