Dr. Marko Veselica, a prominent Croatian dissident, has been arrested in the northwestern city of Zagreb on suspicion of antistate activities, legal sources said today. Lawyers for Professor Veselica said that an investigating judge ordered him to be detained Friday ''because of new evidence which pointed to links with Yugoslav emigres abroad.''
