  @Mvolz: No it shouldn't, for two reasons:

  1. the policy you linked concerns the PMCID of publications (which instead is represented by Property:P932), whilst the proposed property is about journal IDs;
  2. generally we prefer IDs that allow to create valid URLs (check the examples).
